+1 to Pixelmator, easy to use and effective.

+1 for Affinity Photo. Only just outside your budget while on introductory offer. I am still learning how to use it, but clearly a much more affordable competitor to many functions of Photoshop.

Pixelmator! If it looks complicated to use, just go through their online video tutorials. They cover the basics and then some.

Check out Acorn it was designed with the novice in mind. It eschews the imposing complexity of the Adobe-like interface used in Pixelmator and Affinity (both awesome apps, btw. Really loving Affinity Photo) for a native OS X style interface. Sells for the same price as Pixelmator and the developer's provides an unbelievable number of tutorial videos in a central, easy to access location.

Enlight for iPhone, (now version for iPad is released too). In meaning of photo-only editing and easy of use (and realy good stability).

I am going to create her an AppleID. She's only 5 and the 140 apps she has on her iPad are tied to me, so if I change the ID, she won't be able to update those apps. Didn't think ahead on this one.

Fortunately, Apple thought ahead for you. Turn on Family Sharing and you'll be able to do everything you want.
